15th meeting of WGRA took place in Liege, Belgium, 23-26 September 2008.

Main results of the meeting:

-          Draft ECC Decision (08)FF on GSM onboard vessels was agreed and sent to the ECC for final approval. The draft Decision creates a common regulatory framework for the operation of the GSM system onboard vessels in the territorial seas of CEPT countries;

 

-          ECC Decision (06)07 on GSM onboard aircraft was reviewed (in co-operation with WGSE) to ensure the proper protection of land-based networks in the 2.6 GHz band. The meeting agreed to send the revised Decision (amendments only) to Public Consultation. This Decision is currently implemented in 14 CEPT countries and many others are committed;

 

-          Draft ECC Report 125 on Impact Assessments (IA) was finally approved. The draft Report creates a solid background for the implementation of Impact Assessments in the ECC work. A corresponding recommendation to the ECC on the management of IA in the ECC structure will be worked out on the basis of this Report;

 

-          Draft ECC Report on Enforcement Benchmarking was approved for Public Consultation. The draft Report summarizes the recent experiences of the enforcement authorities in CEPT countries and draws a number of recommendations to CEPT administrations;

 

-          Draft ECC Report on Flexible bands has been significantly improved and further developed. The draft Report goes beyond the concept of flexible bands initially introduced in ECC Report 80 for individually licenced bands and assesses various regulatory options including licensing models, spectrum usage rights, enforcement aspects, standardization and more to provide flexibility in general;

 

-          A questionnaire on virtual participation in the ECC work was sent out to CEPT administrations accompanied by the ERO Guidelines for Electronic Working Methods (EWM). Implementation of EWM is expected to broaden participation in the ECC work and decrease costs to administrations;

 

-          WGRA continued its co-operation with WGFM on the development of the ECC Decision on Intelligent Transport Systems (ITS) at 63 GHz, further improvement and implementation of the SRD strategy included in CEPT Report 014 and some other issues;

 

-          WGRA has contributed to the co-operation between the ECC and ETSI on the development of Harmonised EMC standards for wireline telecommunication networks. These standards are expected to minimize the PLT interference problem.
