Development of ECPs for PP-14 continues within Com-ITU

Here are the main results of the meeting

The Chairman opened the meeting and the Dutch Ministry of Economic Affairs welcomed everyone and wished everyone a productive meeting and an enjoyable stay in Amsterdam. The hosts also asked for the support of Com-ITU to their candidate, Lilian Jeanty, for the Radio Regulations Board in the upcoming ITU Plenipotentiary Conference.

Information from the Chairman

The COM-ITU Chairman informed that meeting that he was contacted by the Chairman of RCC to participate in a meeting in Kazakhstan. The subject of the meeting is preparation for the PP-14. A description of process for preparations within COM-ITU will be discussed. The Chairman also drew attention to document INFO-3 which contains a draft program of co-operation between RCC and CEPT. The Chairman sent the document to the ECO Director for discussion at the next meeting of the ECC Steering Group (3 June, Maisons-Alfort, France). The Chairman asked for comments on the document by 30 May 2014.

ITU-T Review

The Chairman of PT- ITU-T Review, Mr. Reiner Liebler was not present at the meeting so the Chairman introduced Document (14)010, a multi-country proposal which has already been supported by 10 member countries. ETNO has also expressed its support for the document. The document has already been submitted to RevCom and later on Mr. Liebler will co-ordinate CEPT activity at RevCom and TSAG.

WTDC-14 wrap up

The Chairman introduced document (14)018 which contained a report from the recent WTDC-14 meeting and proposed to attach it to the minutes of this meeting. A brief verbal summary on the outcomes based on the different ECPs submitted to WTDC-14 was given. In general the outcome was successful. All ECPs were accepted, some with amendments, and there was no unnecessary or heated debate in relation to any of the ECPs. All participants were very positive with the outcome. The meeting approved the report to be attached to the minutes of this meeting.

Preparations to WSIS High-Level Event

The ITU made a presentation contained in Document Pres2 on the upcoming WSIS+10 (10-13 June 2014) providing information on the objectives, progress to date and expected outcomes from the meeting. More information is available at www.wsis.org/review  or contact [email protected].

ITU Council 2014 wrap up

The Chairman introduced Document INFO1 which contains a summary of the most important issues discussed at the 2014 session of the Council which took place at ITU Headquarters in Geneva from 6 to 15 May 2014.  Most items will be further discussed during the PP.

Status of ECPs for PP-14

None of the ECPs were ready for approval at the Amsterdam meeting. Preparation of compromised versions of these documents is now required and the Chairman encouraged all those members with co-ordination and drafting responsibilities to communicate offline to have documents completed by 30 June 2014. This will provide sufficient time for members to consider the texts well in advance of the September meeting. Comments are to be sent to the Chairman and he will upload them and inform the group of their availability.  In order to fully inform the discussion it is important to be aware of activities in other regions and in that regard the ECO has volunteered to prepare an information document on other regions proposals in consultation with the PP-14 co-ordinator.

CEPT Brief

All administrations are encouraged to provide background information on these documents, red lines, positions of other regions towards ECPs etc. so that the brief can offer a full picture for PP-14. The PP-14 co-ordinator has developed a table with administrations who volunteered to contribute.
