ECC monthly news summary for March 2016
This summary provides a roundup of the main outcomes of ECC Working Group and Project Team meetings and events which have taken place in March 2016.

8-9 March: STG considers enhancements to new SEAMCAT 5.0.0 version
10-11 March: SE40 is progressing on compatibility studies related to small transmitters for animal tracking
15-16 March: PT NP considers responses from consultations on 3rd party access to NP data and on evolution in the CLI usage
21-22 March: CEPT Workshop discusses spectrum, numbering and addressing needs for M2M
22-23 March: SE21 is progressing on the evaluation of receiver parameters for sharing studies
30-March – 1 April: SE7 completes the draft ECC Report on audio PMSE in 1492-1525 MHz
8-9 March 2016 – The SEAMCAT Technical Group (STG), responsible for the technical support and development of the spectrum engineering software SEAMCAT, met in Berlin, Germany
STG continued its work on the development of the SEAMCAT tool, addressing in particular the feedback received from the release of the new version 5.0.0 in January 2016.
STG discussed the roadmap for the future improvements of the software, including the plans for next SEAMCAT releases.

10-11 March 2016 – The Spectrum Engineering Project Team SE 40, responsible for space services compatibility studies, met in Maisons-Alfort, France
SE 40 made significant progress on the draft ECC Report dealing with the compatibility of transmitters for animal tracking with other existing radio services and applications in the frequency range 401-403 MHz. Work will continue by correspondence and it is expected to be finalized for the Working Group Spectrum Engineering (WG SE) meeting on September 2016.
SE 40 also noted the potential new work items on compatibility studies related to Fixed- Satellite Service in the 13 and 14 GHz bands. They will be considered for approval at the next Working Group Spectrum Engineering (WG SE) meeting on April 2016

15-16 March 2016 – The Numbering and Networks Project Team NP (Number Portability) met in Rome, Italy
PT NP discussed the public consultation responses received for two draft ECC deliverables:
- Draft ECC Recommendation(16)01 on third party use of number portability data;
- Draft ECC Report 248 on the evolution in the Calling Line Identification (CLI) usage.
Both draft deliverables were updated in accordance with the responses received and will now be sent to the next meeting of Working Group Numbering and Networks (WG NaN, 27-28 April 2016) for final approval for publication.

21-22 March 2016 – the ECC organised a CEPT Workshop on Machine-to-Machine Communications (M2M) in Mainz, Germany
The workshop was attended by 134 participants from national regulatory authorities, industry representatives, experts and professionals.
The aim of the workshop was to trigger a broad exchange of views in order to understand better the spectrum as well as numbering and addressing harmonisation needs of existing and future M2M applications, in one workshop, since related initiatives are present in various fora within the ECC. The workshop identified a number of spectrum issues and numbering and addressing issues which the ECC and its working groups will now consider in the context of their respective work programmes for on-going and potential new work items.

22-23 March 2016 – The Spectrum Engineering Project Team SE21, addressing unwanted emissions, met in Stockholm, Sweden
As a follow-up action from draft ECC Report 249 (which was under public consultation up to 30th of March 2016), SE21 agreed a proposed new work item on ‘Unwanted Emissions – Guidance and methodologies when using typical equipment performance in co-existence studies’. It is submitted for approval to the WG SE meeting in April.
SE21 made some progress on the draft ECC report on receiver parameters, and is considering possible receiver measurements for inclusion in this report.

30 March - 1 April 2016 – The Spectrum Engineering Project Team SE 7, responsible for compatibility and sharing issues of the mobile systems (except IMT), met in ECO, Copenhagen, Denmark
SE 7 finalised the draft ECC Report on compatibility studies for audio PMSE in the 1492-1525 MHz band. It is submitted to the April meeting of WG SE for approval for public consultation.
SE 7 also had initial considerations on two new compatibility studies dealing with broadband PMR/PAMR in the band 450-470 MHz and with broadband PPDR systems in the band 410-430 MHz, respectively. The two corresponding new work items will be considered for approval at the April meeting of WG SE.
