Results from the third meeting of CPG-PTC

The meeting was attended by approximately 60 participants. PTC updated the CEPT briefs on all the agenda items under its responsibility, initiated an ECP on AI 1.17 and further developed the ECP on AI 1.18. In addition, PTC agreed some contributions to ITU-R WP5B.

Agenda Item 1.4 (CEPT Coordinator Mr Hans Blondeel Timmerman, the Netherlands): to consider possible new allocation to the amateur service on a secondary basis within the band 5 250-5 450  kHz in accordance with Resolution 649 (WRC 12).

The draft CEPT Brief has been updated. The preliminary CEPT position highlights the need to protect the existing services. There are still different views on whether an allocation for the amateur service should be supported in the band 5250-5450 kHz, mainly due to different views about the compatibility with the Fixed Service. Thus, there is not yet any draft ECP on this item.

CPG PTC agreed a liaison statement to FM22 asking for further information relevant to PTC from the monitoring campaign on the use of the band 5250-5450 kHz conducted by FM22.

Agenda Item 1.5 (CEPT Coordinator  Mr Hans-Jürgen Tscheulin, Germany):  to consider the use of frequency bands allocated to the fixed-satellite service not subject to Appendices 30, 30A and 30B for the control and non-payload communications of unmanned aircraft systems (UAS) in non-segregated airspaces, in accordance with Resolution 153 (WRC 12).

PTC continued further development of the draft CEPT Brief and amended it accordingly. The meeting could not agree on a proposal for comparison of the ICAO and ITU-R concepts on radio link availability.

It was found too early to start developing an ECP on this item.

Agenda Item 1.15 (acting CEPT Coordinator Mr Steven Alexander  (UK) and Mr. Jaap Steenge (NL):  to consider spectrum demands for on-board communication stations in the maritime mobile service in accordance with Resolution 358 (WRC-12).

PTC noted the analysis provided by the ECO of the replies to the WGFM Questionnaire on the present usage and requirements in the UHF band for maritime on board communications.

PTC updated the CEPT brief and considered possible amendments to RR footnote No. 5.287 and to Recommendation ITU-R M.1174-2.

Agenda Item 1.16 (CEPT Coordinator Mr Hans-Karl von Arnim,  Germany ): to consider regulatory provisions and spectrum allocations to enable possible new Automatic Identification System (AIS) technology applications and possible new applications to improve maritime radiocommunication in accordance with Resolution 360 (WRC 12);

PTC updated the CEPT brief on this item. In addition, PTC reviewed and amended the draft CPM text on AI 1.16 for submission to the next ITU-R WP 5B meeting.

Agenda Item 1.17 (CEPT Coordinator, Mr Uwe Schwark, Germany): to consider possible spectrum requirements and regulatory actions, including appropriate aeronautical allocations, to support wireless avionics intra-communications (WAIC), in accordance with Resolution 423 (WRC 12).

PTC has made significant progress on this item. In line with the latest developments in the ITU-R, PTC agreed on the spectrum requirements, 145 MHz, for WAIC and agreed to support the identification of 145 MHz under the Aeronautical Mobile (Route) Service for WAIC. In addition, taking into account compatibility studies addressing the bands 2 700 – 2 900 MHz, 4 200 - 4 400 MHz and 5 350 - 5 460  MHz, PTC agreed that CEPT should propose to the WRC an allocation to the AM(R)S in the 4200-4400 MHz with associated provisions to be determined in a revision of Resolution 423. There are different views on how the currently secondary services in the band 4200-4400 MHz should be handled.

PTC updated the CEPT brief and started to develop a draft ECP on this basis. 

In addition, PTC agreed to send two CEPT contributions to ITU-R WP 5B. It contains updates to sharing and compatibility studies for WAIC systems in the bands 4 200 – 4 400 MHz and 5 350 – 5 460 MHz.

Agenda item 1.18 (acting CEPT Coordinator Mr Fatih M. Yurdal (TUR)): to consider a primary allocation to the radiolocation service for automotive applications in the 77.5-78.0 GHz frequency band in accordance with Resolution 654 (WRC-12).

Whilst there is a consensus to support a primary allocation to the radiolocation in the band 77.5-78 GHz band, there are still different views on whether the allocation should be generic, restricted to automotive applications or limited to radar applications following technical limitations to be defined. Further consideration is required before the next meeting taking into account the related developments at the ITU-R.

In this context, PTC has updated the draft ECP and the draft CEPT Brief on AI 1.18.

Others – WRC-15 AI 4

PTC started to consider WRC Resolutions and Recommendations relevant to its scope in order to provide assistance to CPG-PTA for the WRC-15 Agenda Item 4. A response to PTA will be sent from the next PTC meeting.
