SRD/MG#66 Results (9-11 December 2015)

14 Dec 2015, 11:31The 66th SRD/MG meeting was held on 9-11 December 2015 in Mainz, Germany. 41 participants from 18 CEPT administrations, EC, ECO, associations and industry participated. On 9 December 2015, Project Team SE24 and SRD/MG had a joint session to discuss and coordinate their activities:

Achievements

6th Update:

The work on the draft CEPT Report 59 in response to the 6th update of the EC Decision for SRDs was completed subject to some outstanding editorial amendments and drafting on an additional agreed chapter on SRD category proposals (an SRDMG web-meeting was scheduled on 15 January 2016 to do this).

ECC Decisions:

SRD/MG resolved the comments received during the public consultation of draft ECC Decision (16)AA on the harmonised frequency range 76-77 GHz, technical characteristics, exemption from individual licensing and free carriage and use of obstacle detection radars for rotorcraft use.  It was agreed to submit the draft ECC Decision (16)AA to the next WGFM meeting for consideration and approval to send it to the ECC for final approval for publication.

An amendment of ECC Decision (04)03 on the frequency band 77-81 GHz to be designated for the use of Automotive Short Range Radars was agreed to be submitted to the next WGFM meeting. The proposed amendment follows the outcome of WRC-15 under Agenda Item 1.18 and WGFM and ECC will be asked to decide on the procedure to follow since there is also relation to an EC Decision for this application which also would need to be amended.

Changes in ERC Recommendation 70-03:

A number of changes in ERC Recommendation 70-03 were agreed for submission to the next WGFM meeting for approval for public consultation:

  • adding of an entry for 76-77 GHz obstacle detection radars for rotorcraft use in Annex 5. This relates also to the 6th Update;
  • amendment of the scope of Annex 6 for radiodetermination applications to avoid misuse by P-t-P and P-t-MP radiocommunications applications;
  • merging the entries of Annex 13 (wireless audio) into Annex 10 (radio microphones, assistive listening devices, wireless audio and multimedia streaming systems);
  • Amendment of Annex 11 (RFID) to reflect the 4 channel UHF RFID plan for 865-868 MHz with all the technical conditions. The change relates also to the 6th Update;
  • Amendment of the Appendix 5 with the Duty cycle Definition to make the definition more robust and unambiguous. The change relates also to the 6th Update. SRD/MG also agreed on a proposed liaison statement from WGFM to ETSI to request active participation in the consultation process.

On a new subject for Ultra NarrowBand Network Relay Points (ULB NRP) in UHF, SRDMG decided that this subject should not postpone the work currently under SE24 WI42 and therefore, it was more important to first create as soon as possible an ETSI SRDoc and then, decide in SRD/MG and WGFM which complementary studies and within which exact WI framework this should be conducted.
