The 85th meeting of SE24 was held in Amsterdam, The Netherlands
(19 – 21 October 2015).
SE 24 is awaiting the results of public consultation of two ECC Reports:
- ECC Report 244, in response to WI 52 on the compatibility of Radio Local Area Networks (RLANs) with other services in the band 5725-5925 MHz
- ECC Report 246, in response to WI 54 on Wideband and Higher DC Short Range Devices in 870-875.8 MHz and 915.2-920.8 MHz (companion to ECC Report 200).
Comments to the public consultation of both reports are expected until the 2nd of December 2015 and will be dealt with during web meetings and the December 2015 meeting of SE 24 in Mainz, Germany.
SE 24 continues its work on several draft ECC Reports in response to different work items. It is likely that some of them, in particular those for WI 42, WI 49, WI 51 and WI 55 could be finalised in the December 2015 meeting of SE 24.
SE24 has made progress on the following items:
WI SE24_52: Compatibility studies on RLANs in the band 5725 - 5925 MHz
Work on the part 2 report continued at this meeting with input contributions from WiFi Alliance, SES and Ericsson / Qualcomm / Nokia. It was obvious that it will be very challenging to finalize part 2 for WGSE in January 2016 (e.g. other work items in SE24, WRC’15). The progress on Part 2 in SE24 will also depend on the result of TC BRAN on the three work items (TR 103 317, TR 103 318, TR 103 319), but no feedback was received on the progress on these reports in ETSI.
The meeting concentrated its discussions in the inclusion of elements about LAA-LTE as well as some aspects related to RLAN sharing with FSS dealing in particular with service and geographic apportionment linked to the busy hour factor. These elements have been included in the draft report and will be further discussed in the subsequent meetings and web meetings.
WI SE24_42: Improvements for SRDs in the 862-870 MHz
The meeting received several contributions and most of them were considered in the working document. Se24 agreed at this meeting on the parameters for the SEAMCAT simulations. For the next Gotomeeting all simulations needs to be updated. A list of outstanding action points was agreed.
WI SE24_54: SRDs with duty cycle up to 2.5% in the band 870-875.6 MHz
The outcome of this WI, i.e. ECC Report 246 is under public consultation. The consideration of comments will be dealt first during a web meeting (date to be decided) and completed during the physical meeting, if necessary.
WI SE24_44: New bands for Assistive Listening Devices (ALD):
There was no input at this meeting.
WI SE24_49: TTT/DSRC in the 5805-5815 MHz band
The status of the draft report is quite stable. Indeed, it contains calculations covering all cases and no further major contribution is expected. Therefore, it is likely that the work item will be finalized at the next SE 24 meeting in December 2015.
WI SE24_51: Fixed infrastructure radars in the band 76-77 GHz
A new contribution from Autoliv, BMW, Bosch, BNetzA, Continental, Daimler, Hella and Volkswagen were received in relation to this work item. Nevertheless, it was received shortly before the physical meeting. The content of it was included in the draft report, but there is need for further discussions during web meetings.
WI SE24_55: Impact of UWB applications on board aircraft in the band 6-8.5 GHz on FS links used around airports
The meeting received several contributions dealing with the two parts of this work item:
o Impact of UWB applications on board aircrafts into FS
o Impact of UWB applications on board aircrafts into EESS.
In particular, these contributions dealt with the interference criteria and methodology to be used in compatibility studies for the impact of UWB on board aircrafts vs FS.
Several contributions indicated that compatibility is possible between UWB and FS and EESS.
The work of the Drafting Group will go on via correspondence.
Other issues:
SE 24 WI 56: Studies in the band 1900-1920 MHz (BB DA2GC – DECT/SRDs):
WG SE decided on opening this WI but indicated that SE 24 should not start before M86 (December 2015, Mainz, Germany), due to ongoing discussions at RSC and ECC on the future of this band. Nevertheless, as SRD/MG will have its meeting after SE 24, it is possible that work on this WI starts only at SE 24 M87.
Ralf Kallenborn (SE 24 chairman) repeated that, due to a change in his position at the BNetzA, he will have to leave the presidency of SE 24 at the end of the year. Therefore he is seeking for candidates for the chairmanship. WG SE will have to appoint a chairman for next year’s activities, noting that this group encompasses many work items and requires a full time chairmanship, as there are many activities dealt with through web meetings and by correspondence.
