Outcome of the SE7 Meeting held on 8-10 September 2015 in Iasi, Romania

The SE7 meeting took place on 8-10 September 2015 in Iasi, Romania.

This meeting was dedicated to the finalization of the draft ECC reports on PMSE in the bands 1350-1400 MHz, 1492-1525 MHz and video PMSE for provisional approval by WG SE, as well as to the resolution of comments during public consultation of the ECC reports on PPDR in the 700 MHz and 400 MHz bands (ECC reports 239 and 240, respectively)

Resolution of comments after public consultation:

•           ECC Report 239 “Compatibility and sharing studies for BB PPDR systems operating in the 700 MHz range”

ECC Report 239 received comments from Sweden, France, Russian Federation, United Kingdom, Germany, the Irish Police Force, LEWP-RCEG, Ericsson, Alcatel Lucent, IRT, BNE and EBU.

All comments (of editorial, technical and informative nature) were resolved during the meeting. The report was updated accordingly. The essence of the report (including its conclusions) was maintained as in the provisional version approved by WG SE before the public consultation.

•           ECC Report 240 “Compatibility studies regarding Broadband PPDR and other radio applications in 410-430 and 450-470 MHz and adjacent bands”

ECC Report 240 received comments from Sweden, France, Germany, Airbus DS, TDF Ericsson, Alcatel Lucent, Arquiva, IRT and EBU.

Most of the comments (of editorial, technical and informative nature) were resolved during the meeting. The report was updated accordingly. The essence of the report (including its conclusions) was maintained as in the provisional version approved by WG SE before the public consultation.

In particular, the meeting discussed in detail the executive summary and conclusion sections dealing with the impact of LTE400 on DTT reception. The guard band of 3 MHz between DTT and PPDR BSs was questioned and smaller a guard band of 2.5 MHz proposed.  Also, a question was raised regarding the maximum power of 37 dBm for certain PPDR user equipment, noting that there is no standard for such a power level. 

As the meeting could not fully agree on text on Executive Summary, two optional versions have been left in square brackets for the decision of WG SE

 

Finalization of draft ECC Reports for provisional approval by WG SE:

The three draft reports mentioned hereafter were finalized during the meeting. Nevertheless, there were some parts for which the meeting could not agree because of lack of time (in particular some parameters put forward by Inmarsat). Therefore, it is expected that some discussions may arise at the WG SE level.

           Cordless cameras and video links

Work Item: SE7_20: Sharing and compatibility studies for cordless cameras and video links in the frequency bands: 2700 – 2900 MHz and 2900 – 3400 MHz.     

Target date: Jan 2016

Among other proposed changes, France proposed not to assess sharing between video PMSE and E-UTRA above 3400 MHz as this is considered not to be possible. Ericsson questioned this proposal and preferred to maintain the MCL study result for the E-UTRA above 3400 MHz vs. video PMSE. Due to lack of time and running meetings in parallel, it is expected that Ericsson provides further comments at the WG SE level.

Proposals for inclusion of results of compatibility studies between video PMSE and LTE at 2700 MHz were discussed.

•           PMSE at 1492-1525 MHz (WI 21) and PMSE at 1350-1400 MHz (WI 24)

Work Item: SE7_21: Compatibility studies for PMSE (wireless microphones and audio links) in order to widen the national implementation of the frequency range 1492-1518 MHz and further consider the frequency range 1518-1525 MHz.

Target date: Jan 2016

During the meeting, many parameters were questioned by Inmarsat. In particular, the definition of the EIRP of the PMSE device and the definition of body loss (leading to a potential underestimation of the interference of about 10 dB).  Representatives of the PMSE sector explained these parameters in detail, but without being able to reach a consensus during the meeting. For that reason, it is expected that further discussions are held at the WG SE level.

It should be noted that possible changes to the draft new Report on the band 1492-1525 MHz in this regard could require equivalent changes to the draft new ECC Report on PMSE in the band 1350-1400 MHz

Work Item : SE7_24: Co-existence between PMSE (wireless microphones) and existing systems in the frequency band 1350-1400 MHz and adjacent bands.           

Target date: Jan 2016

Similar comments to those raised for the frequency band 1492-1525 MHz were made regarding the parameters used for calculations (body loss, antenna mismatch, etc) in the frequency band 1350-1400 MHz. Therefore, it is also expected that further discussions are held at the WG SE level in order to clarify the open issues before sending the draft report for public consultation.
