Europe adopts its proposals to ITU Plenipotentiary Conference 2014

Member States of CEPT’s Committee for ITU Policy (Com-ITU) adopted the European Common Proposals (ECPs) for the International Telecommunications Union Plenipotentiary Conference (ITU PP-14) at the meeting in Berlin on 15-18 September 2014.

The following European proposals to PP-14, reflect the European priorities for ITU over the next four-year period. Europe believes that PP-14, to be held in Busan, Republic of Korea between 20 October – 7 November 2014, will be a successful conference and will positively contribute to the development of telecommunications across the globe.

The main objectives of European proposals include:

  • ensuring that ITU provides capacity building to developing and least developed countries with regard to connect the unconnected, including better use of ITU Regional Offices (ECP 1);
  • strengthening of the multistakeholderism framework for Internet governance and ensuring that ITU works with all stakeholders in a collaborative and equal basis, and that all documents related to Internet governance are made accessible to all stakeholders without password protection, including those related to CWG Internet and CWG Child Online protection (ECP2, ECP 3, ECP 11);
  • ensuring that working groups of the ITU dealing with Internet-related issues shall be open to all interested stakeholders (ECP 4);
  • bringing bigger openness to ITU by providing public access to all ITU documents (ECP 5) and more transparency of finances of ITU (ECP 14, ECP 16)
  • inclusion of Admission of academia, universities and their associated research establishments to participate in the work of the three Sectors of the ITU (ECP 9)
  • proposals to reform the ITU’s Radio Regulations Board (RRB) (ECP 7);

Furthermore, Europe has decided to address some specific issues like:

  • proposal to ask WRC-15 to address the issue of real-time global flight tracking for safety of life aviation applications. The proposed Resolution does not prejudge any decision that may be adopted by WRC-15 (ECP 6);
  • proposal to strengthen the role of ITU with regard to transparency and confidence building measures in outer space activities (including satellite jamming) (ECP 8);
  • role of information and communication technologies in the climate change (ECP 12);
  • role of information and communication technologies in the empowerment of women and youth (ECP 17, ECP 18);
