I would like to start the correspondance activity on the issue of the methodology for the protection of EESS/SRS earth stations using this forum. Indeed it will be difficult to have a web meeting prior to June since I am myself stuck in Geneva until the 5th of June. I have attached the version agreed at the last ECC PT1 meeting. I would like to invite the people interested to provide contributions in forms of revisions of this document.
I have already talked briefly with some people either in PT1 or TG5/1 that have provided comments. For instance Mats indicated that the methodology seemed to impose a digital terrain elevation model as well as a the use of P.452 to determine the contour, whereas more detailed models may be available in Administrations. UK indicated that they would prefer a coordination area rather than an exclusion zone, and from France I understood that an axclusion zone would also not allow them to deploy two the the foreseen EESS stations that will use the 26 GHz band, relatively close to one of the major cities in France. Finally France indicated as well that they would need to develop the methodology to cover the coordination itself, e.g. determine the relevant constraints for an IMT BS that would be deployed at a particular location within the contour. I have taken on board the two first comments, but for the last one it will take time, and we need further contributions.
I also suggest that people present at TG 5/1 that have questions, comments, or would like to bring in amendments don't hesitate to come to me in between meetings (if still possible given the density of meetings).
