CG 3.8-4.2 GHz local access connectivity

ECC PT1#71 (3-5 and 9-13 May 2022) agreed to establish a correspondence group on this topic with the following terms of reference:

Terms of Reference for Correspondence Group (CG)
3.8-4.2 GHz local access connectivity

 

The CG should enhance the work on draft “Report from CEPT to the European Commission in response to the Mandate on shared use of 3800-4200 MHz by terrestrial wireless broadband systems providing local-area network connectivity” (see work item PT1_47).

The work should be based on document SWG C TEMP 15 / ECC PT1(22).. ANNEX VIII-...

CG should:

  1. Discuss and agree on system characteristics and coexistence scenarios to be used for sharing and compatibility studies.
  2. Continue the work on the draft CEPT Report based on these characteristics, as appropriate.

 

The CG will report to ECC PT1 one week before the deadline of input contributions for the next meeting.

Working methods: ECO forum, web meetings, as appropriate.

ECC PT1#72 (Copenhagen, 26-30 September 2022) agreed to continue this correspondence group with the following updated ToR:

Terms of Reference for Correspondence Group (CG)
3.8-4.2 GHz local access connectivity

 

The CG should progress the work on draft CEPT Report in response to the Mandate (Task 1) on shared use of 3800-4200 MHz by terrestrial wireless broadband systems providing local-area network connectivity (see work item PT1_47) taking into account documents SWG C TEMP 10 / ECC PT1(22).. ANNEX VIII-.. (focus on section 3 to 6) and SWG C TEMP 11 / ECC PT1(22).. ANNEX VIII-...

CG should:

Step 1:

  1. Identify and agree on assumptions (technical and operational characteristics) for the following systems to be used for sharing and compatibility studies:
    1. terrestrial wireless broadband systems providing local area (i.e. low/medium power) network connectivity in 3.8-4.2 GHz;
    2. FS and FSS in 3.8-4.2 GHz band (for in-band sharing studies);
    3. MFCN and FSS below 3.8 GHz (for compatibility studies in adjacent band);
    4. WAIC above 4.2 GHz (for compatibility studies in adjacent band), as appropriate.
  2. Identify and agree on coexistence scenarios and methodologies to be used for sharing and compatibility studies.
  3. When available, use characteristics for Radio Altimeters above 4.2 GHz together with coexistence scenarios and methodologies required for compatibility studies in adjacent band agreed by ECC PT1 CG on “Radio altimeters in 4200-4400 MHz”.

Step 2:

  1. Continue the work on the draft CEPT Report based on these characteristics, scenarios, and methodologies.

 

The CG will report to ECC PT1 one week before the deadline of input contributions for the next meeting.

Dear all,

 

Here are results of the pool.

  • the first possible dates with majority 9/13 present are: 2. 11., 3.11., 7.11., 14.11.
  • the date, when everyone has time is 28.11. afternoon session for, 13-16h.
  • the dates when 10 or11/13 are present are: 5.12, 12.12., 19.12
  • the latest possible dates with majority 9/13 present are: 20.12 and 21.12

My proposal is, that we start with web meetings and try to discuss the parameters in meetings 2. 11., 3.11., [7.11., 14.11.]

The meeting to agree the parameters for studies: 28.11. afternoon session for, 13-16h.

Based on that, we will start preparing studies/redoing existing studies.  We can have a meeting to go through the studies on 19.12 and if needed on 20.12 or 21.12.

My I have your views on proposed way forward till 11.11.2022 12 CET.

I believe that the discussions on parameters for the terrestrial wireless broadband systems providing local area and studies are intertwined. In other words we need studies showing that the protection of current/future use of incumbent services to accompany the proposal for the parameters of these low/medium power local access networks for verticals. I do not think we can dissociate the parameters of WBB LMP and study discussion completely. Of course we can discuss the parameters of the incumbent victim services separately.

For the dates, the December dates would be difficult for some to attend. Also given how full the calendar is with meetings it would be good to limit to 2 CG meetings. I would suggest: 02 November and 28 November.
