Dear Colleagues,

I have uploaded document FM(20)103 from WG-FM meeting #96 Web Meeting to the RAFG (See the 2020 folder).

As detailed in the meeting #96 minutes, WG FM has requested the RA-FG to review this proposal and to advise the WG FM #97 on the appropriate action.

 

Please share any comments or proposals for improvement with the Forum by 18th September at the latest.

The United Kingdom understands the objectives of this proposal by Romania.  We are happy to attach our response to the questionnaire.

Nevertheless, individual administrations must remain free to issue and to determine the format of their own licences and HARECs (albeit subject to the provisions of T/R 61-01 and 61-02).  We are also conscious of the challenges posed and the costs involved in implementing changes to established licensing and certification systems and processes.

Officials dealing with licensing and certification are often unfamiliar with the documentation produced by other administrations.  While we are not aware of an inherent or widespread problem with the validity of amateur radio licences, we wonder if administrations could be encouraged to deposit with CEPT (via the RA FG web pages, perhaps) a specimen of its Licence(s) and of its HAREC.  These would then be available for inspection by other administrations, to verify the format of a licence or HAREC.

Dear colleagues,

The  questionnaire period has closed and the ECO has collated and summarised the results. This will be submitted to the next WG-FM meeting (#98).

Generally speaking the majority of responses appear positive regarding some work by CEPT on this topic although nothing specific is suggested at this time.

At the next FM meeting there may be a discussion about any next steps. Therefore we need to consider what could be proposed to WG-FM as a next step.

From my perspective it is not clear to me what problem we are trying to fix and I can imagine that harmonising licence documentation into some kind of CEPT wide verifiable electronic system might be quite a large undertaking. However on the other hand I see some enthusiasm for "electronic documentation" to replace paper based systems.

Please share your thoughts in the Forum.

We propose the introduction of an agenda item for the introduction of harmonized CEPT electronic formats for the amateur licenses and certificates, together with the proposal of defining a CEPT amateur registry regarding the issuance of the harmonized CEPT amateur licenses and certificates.

On this moment, we have three harmonized classes of licenses (CEPT, CEPT NOVICE and ENTRY LEVEL), and three classes of certificates (HAREC, CEPT NOVICE and ENTRY LEVEL). Maybe this is the moment to define a harmonized electronic format for these documents, in order that all CEPT harmonized documents to be the same in the matter of format, security, signing etc.

Also, it may be defined a CEPT amateur registry number, that will be a kind of IBAN number, with a prefix for the country of issuance, the type of document, and the national number format, that will be written on these electronic documents.

This registry will have minimal data, in order to avoid GDPR, such as: harmonized CEPT amateur number, date of issuance and date of validity.  

The documents  will have the same format, the difference being only regarding the data concerning the issuing authority, and of course, the country flag.

The country codes will be those adopted by ITU, and such a number for Romania, for instance, will look like: ROU/CERT/HAREC/B123456, and will be written into document. The acronymis will be: CERT for certificate and LIC for license, also, CEPT or NOVICE or ENTRY for the three classes of licensing, and HAREC or NOVICE or ENTRY for the three classes of certification.

Each country will upload these data till the end of each quarter of year (31.03, 30.06, 30.09 and 31.12) in a distinct Excel document to the ECC server.

Another option is to extend the EFIS capabilities to comprise such data on its server as a database.

This registry could have a public audience, because only the harmonzied number and the dates of issuance and of validity will be present on it."

Dear colleagues,

Following the approval, by the ANCOM management, of the draft of the new European amateur database, as established during the #98 WGFM meeting (25-28.05.2021), we have the pleasure to present you further details in carrying out this project.

 

ANCOM’s proposal is based on developing and hosting  an Internet page for European amateurs covering also amateur licences, with the following features:

 

  1. Address: https://cept-amateur.ancom.ro ;
  2. The site language will be English, without excluding national languages ​​in the pages dedicated to each CEPT administration or CEPT affiliates;
  3. Number of access accounts: one account for each CEPT administration or CEPT affiliate, as well as for a number of international or regional amateur organizations;
  4. A welcome page where the CEPT countries and their national flag are displayed alphabetically;
  5. One page for each national administration and each organization, in which the following documents are periodically uploaded by each administration:
  6. Register of equivalent authorizations CEPT Licence;
  7. Register of equivalent authorizations CEPT Novice Licence;
  8. Register of equivalent authorizations CEPT Entry-Level Licence;
  9. The records will preferably be in Excel format, with at least the following fields:
  10. Indicative (Callsign);
  11. National Licence Class;
  12. National Issuance Number;
  13. Date of Issuance;
  14. Validity start date;
  15. Validity end date;
  16. The pages of national administrations and amateur organizations will be as follows:

9.These are some basic requirements in view of which the site will evolve progressively, including further information and/or functionalities.
