CEPT Reports:

WG FM adopted the draft CEPT Report 70, proposals for the 7th update of the Commission Decision on SRD, to be forwarded to ECC for final approval and submission to the European Commission;

WG FM adopted the draft CEPT Report 71, on ITS to be forwarded to ECC for final approval and submission to the European Commission;

 

ECC Decisions:

WG FM adopted the new draft ECC Decision (19)01 on the withdrawal of ECC Decision (11)04 (on the exemption from individual licensing of digital terminals of narrowband and wideband PPDR systems operating in the 80 MHz, 160 MHz, 380-470 MHz and 800/900 MHz bands) to be forwarded to ECC for final approval;

WG FM adopted the new draft new ECC Decision (19)02 for land mobile systems in the frequency ranges 68-87.5 MHz, 146-174 MHz, 406.1-410 MHz, 410-430 MHz, 440-450 MHz, and 450-470 MHz to be forwarded to ECC for final approval;

WG FM adopted the new draft ECC Decision (19)03 on ‘Harmonised usage of the channels of the Radio Regulations Appendix 18 (transmitting frequencies in the VHF maritime mobile band)’ to be forwarded to ECC for final approval;

WG FM adopted the draft revised ECC Decision (08)05 on the harmonisation of frequency bands for the implementation of digital Public Protection and Disaster Relief (PPDR) narrow band and wide band radio applications in bands within the 380 – 470 MHz range to be forwarded to ECC for final approval;

WG FM adopted the draft revised ECC Decision (16)02 on the harmonised technical conditions and frequency bands for the implementation of Broadband Public Protection and Disaster Relief (BB-PPDR) systems to be forwarded to ECC for final approval;

WG FM adopted the draft amended ECC Decision (07)01 on UWB specific Material Sensing devices to be forwarded to ECC for final approval;

WG FM adopted the draft amended ECC Decision (06)04 on UWB below 10.6 GHz to be forwarded to ECC for final approval;

WG FM adopted the draft amended ECC Decision (05)10 on ESV in 14 GHz to be forwarded to ECC for final approval;

WG FM adopted the draft amended ECC Decision (06)03 on HEST to be forwarded to ECC for final approval;

WG FM adopted the draft amended ECC Decision (06)03 on HEST to be forwarded to ECC for final approval;

WG FM adopted the draft amended ECC Decision (15)04 on ESOMPs operating with NGSO FSS to be forwarded to ECC for final approval;

WG FM adopted the draft amended ECC Decision (05)09 on ES on board vessels to be forwarded to ECC for final approval;

WG FM adopted the draft amended ECC Decision (05)02 on 169 MHz, a harmonised frequency plan for the use of the band 169.4 - 169.8125 MHz, to be forwarded to ECC for approval for public consultation;

WG FM approved the draft amended ECC Decision (11)02 on Industrial Level Probing Radars (LPR) operating in frequency bands 6 - 8.5 GHz, 24.05 - 26.5 GHz, 57 - 64 GHz and 75 - 85 GHz for public consultation;

WG FM approved the draft amendedECC Decision (09)01 on ITS at 60G GHz for public consultation;

 

ECC Recommendations:

WG FM approved several amendments to ERC/REC 70-03, the Recommendation for Short Range Devices (SRD);

  • WG FM approved the draft amended main body text of ERC/REC 70-03 for public consultation;
  • WG FM approved the draft amended Annex 1 of ERC/REC 70-03 (Non-specific SRD) and an accompanying Cover Letter for public consultation;
  • WG FM approved the draft amended Annex 2 of ERC/REC 70-03 (Tracking, Tracing and Data Acquisition) and an accompanying Cover Letter for public consultation;
  • WG FM approved the draft amended Annex 3 of ERC/REC 70-03 (Wideband Data Transmission Systems) for publication;
  • WG FM approved a further draft amended Annex 3 of ERC/REC 70-03 (Wideband Data Transmission Systems), related to the band 57 - 71 GHz, for public consultation;
  • WG FM approved the draft amended Annex 5 of ERC/REC 70-03 (TTT) for publication;
  • WG FM approved the draft amended Annex 6 of ERC/REC 70-03 (Radiodetermination), relating to NMR, for public consultation;
  • WG FM approved the draft amended Annex 9 of ERC/REC 70-03 (Inductive Applications) for publication;
  • WG FM approved the draft amended Annex 10 of ERC/REC 70-03 (Radio Microphones) for publication;
  • WG FM approved the draft amended Annex 11 of ERC/REC 70-03 (RFID) for public consultation;

WG FM approved the revised ECC Recommendation (08)02 on x-border coordination 900 MHz and 1800 MHz for publication;

WG FM approved the revised ECC Recommendation (12)03 on field strength measurements in the range from 30 - 6000 MHz for publication;

 

ECC Reports:

WG FM approved the new ECC Report 292 on the ’Current Use, Future Opportunities and Guidance to Administrations for the 400 MHz PMR/PAMR frequencies’ for publication;

WG FM approved the new ECC Report 293 on mobile spectrum monitoring units for publication;

WG FM approved the new ECC Report 294 on RMR (spectrum needs) for publication;

  

WGFM Questionnaires:

WG FM noted two questionnaires relating to the work of FM22 and FM58, but as these not yet been discussed within either Project Team, no action was taken

  • WG FM decided to discuss at its next meeting the responses to the questionnaire on the licensing of personal radio equipment in the maritime field, based on the expected FM58 analysis;
  • WG FM decided to discuss at its next meeting the responses to the questionnaire on how GNSS Jamming and Illegal GNSS issues are handled legally and operationally in CEPT countries, based on the expected FM22 analysis;

 

Groups and Chairmen:

Mr Andrew Gowans (UK – Ofcom) was appointed as the new chairman of the SRD/MG;

Mr Oliver Keden (D – BNetzA) was appointed as the chairman of the new Project Team FM59 for Drones;

Mr Barry Lewis (IARU) was appointed as the new chairman of the RA FG;

 

Other decisions and liaison statements:

The ToR of the new Project Team FM59 on Drones were adopted;

A revised explanatory paper, 5 GHz RLAN in vehicles , was adopted and will be published on the ECC Topics webpage;

A new Work Item on NGSO Ka Band Aircraft ESOMPS for FM44 was adopted;

A new Work Item on digitization of maritime voice VHF was adopted;

WG FM sent a Liaison Statement to WG SE and SE24 on studies in UHF range (SE24_69);

WG FM sent a Liaison Statement to ETSI on Annex 3 of ERC/REC 70-03 (2.4 GHz band);

WG FM sent a Liaison Statement to ETSI on Utilities SRdoc (TR 103 492);

WG FM proposed a draft LS from ECC to 3GPP and to ETSI on new/revised ECC Decisions on 400 MHz;

WG FM sent a Liaison Statement to WG SE relating to Studies on UAS;

WG FM sent a Liaison Statement to ETSI (TC ERM and TG MARINE (former TG26)) on coexistence of maritime radars;

WG FM sent a Liaison Statement to ETSI on 13 GHz Aircraft ESIM activities;

WG FM sent a Liaison Statement to ETSI, IALA, CIRM and IMO on a new VHF Work Item (for FM58);

WG FM sent a Liaison Statement to ETSI suggesting  an SRdoc on NBN;

WG FM sent a Liaison Statement to WGSE on NGSO Ka band aircraft ESOMPs;

WG FM agreed on an updated list on review of ECC/ERC/ECTRA Decisions which will be submitted to the forthcoming ECC meeting (March 2019).
