Support to CEPT at WRC-19

The support from the Office to CEPT prior to and during the WRC-19 was led in the framework of the Conference Preparatory Group. For the whole duration of WRC-19, the Office provided two experts attending the Conference as well as IT support for the coordination tools.

Weekly Reports

In collaboration with the CEPT coordinators of the Agenda Items of the WRC and the CPG Chairman, Alexander Kühn (BNetzA, Germany), the Office developed weekly reports providing information on the progress achieved at WRC-19 in the course of each of the four weeks.

News on the results achieved during the Conference on topics of interest for Europe was published on the CEPT portal, as well as on Twitter and LinkedIn.

ECO electronic tools for CEPT coordination

The Office created a new group within the CPG area of the ECC website dedicated to “WRC19 Coordination”. The members of this group can access the chat through the chat tab on the WRC19 Coordination group webpage of the CEPT portal. The chat functionality may be also accessed on laptops and mobile devices using an open source team chat software solution (rocket.chat) available on both iOS and Android. The chat tool is complementary to the WRC19 Coordination group mailing list (i.e. [email protected]).

About 350 users from CEPT administrations accessed the chat, with over 18600 messages exchanged. Up to one third of the users were active at the same time, with parallel discussions within up to 12 private groups dedicated to different agenda items.

Setup of the chat

ECO introduced a new chat system in order to allow discussion between CEPT delegates on different issues which can arise during a meeting in RA-19, WRC-19 and CPM23-1.   A dedicated private group was made available for CEPT coordination during the Radio Assembly 2019 as well as CPM23-1. Dedicated chat groups were created for coordination during the Plenary and the Committees' sessions of WRC-19. 27 private groups for discussion on specific agenda items were created by the CEPT Coordinators.

Focal point

The Office acted as a focal point between CEPT and the other Regional organisations. It also provided a contact point between the CEPT Coordination team and the national delegations on an ad-hoc basis for assistance to CEPT delegates on substantial topics and organisational matters.

General support

The Office provided support to the CPG Management and Coordination Team on practical arrangements, including the organisation of CEPT coordination meetings and the usage of meeting facilities at the Conference Centre.

An office space was also provided in the meeting venue to assist CEPT coordination.
